Summary
The Property Development Programme distance learning course is 12 months in length, comprising six units.
These units focus on feasibility, planning, construction technology, development economics, and legal frameworks. The programme prepares candidates for the responsibilities of a property development manager. Successful completion also supports progression to the CIOB Professional Review, the final step to achieving full Chartered Membership (MCIOB) and unlocking global career opportunities in the construction and property sector.

Split across six units, course participants will learn both the foundational knowledge and practical tasks that are undertaken by a property development manager, from understanding the economic decisions to the data-driven tasks that are a part of the role.
To support your learning, live webinars are held after each unit, providing an opportunity to reinforce key concepts. Additionally, you’ll have access to a dedicated forum where you can engage with your trainer and fellow delegates, ask questions, and seek clarification throughout the course.
Alongside these practical tasks, the Property Development Programme will teach how to interact with the town planning system, application processes, planning gain, obligations, commissions and permitted development procedures.

Objectives

Unit 1 – The Property Development Process
• Explain the process for site selection and assembly
• Evaluate the various property development stakeholders and their respective roles
• Demonstrate an understanding of the planning decision making process and reasons for the refusal of

• Source the various cost elements in a development appraisal
• Explain factors which can influence costs
• Arrive at the capital value of a completed development
Unit 2 – Construction Technology and Processes
• Explain the effect of the built environment and setting up site
• Explain the process for the choice and construction of the substructure
• Evaluate the most appropriate choice of foundation for a given purpose
• Explain the processes and their application for the remediation of contamination of land
• Explain the process for the development of a retaining wall and its use
• Develop a sound understanding of building services
Unit 3 – Legal aspects of the property development process
• Demonstrate a sound understanding of various elements of contract law
• Demonstrate a sound knowledge of the law of tort and its application in the construction context
• Demonstrate a basic understanding of ownership, rights and interests in land
• Demonstrate a sound understanding of the various procurement contract
Unit 4 – Town Planning System and gaining consent for development
• Describe the town planning system in the UK and the key stakeholders therein
• Demonstrate an understanding of the town planning system in the UK including the meaning of ‘development’
• Be able to explain the system of development control and its various aspects
• Be able to explain the planning application process including the appeal process.
• Understand and discuss the concept of planning gain, planning obligations, planning conditions and permitted development
Unit 5 – Construction Development Economics
• Describe key factors which affect the economics of design in a given project

Contents
In Unit 1: Learn to:
- Evaluate various property development stakeholders and their duty-holder responsibilities
- Understand and explain the process for site selection and assembly
- Understand the price of, and source, the various cost elements in a residual development appraisal
- Explain factors which can influence costs
- Arrive at the capital value of a completed development
In Unit 2: Construction Technology and Processes, learn to:
- Understand the foundations of site setup, including local impact and choice of substructure.
- Explain the processes of retaining walls and their usage.
- Develop a sound understanding of building services.
In Unit 3: Legal Aspects of the Property Development Process, learn to:
- Demonstrate a sound understanding of various elements of contract law
- Utilise a basic understanding of ownership, rights and interests in land.
- Utilise a sound understanding of the various procurement contracts.
In Unit 4:Â Town Planning System and gaining consent for development, learn to:
- Describe the town planning system in the UK, and the appropriate stakeholders therein.
- Be able to explain the system of development control and its various aspects.

- Demonstrate relevant competencies, including management skills, occupational skills and maintaining professionalism.
Suitability
This course is appropriate for professionals in the construction industry in management or supervisory roles, such as contractors, estimators, site managers, surveyors, or experienced tradespersons, as well as those in the property sector, including self-builders, property managers, investors, estate agents, and housing professionals seeking to advance into property development management.
Assessment
Upon completion of the property development course, participants will be tasked with a 3-stage assessment, consisting of a task, an explanation of technical content and a presentation. Assessments are scenario-based, approved by the CIOB awarding organisation.
Course content itself ensures that participants are well placed to undertake their first role in property development management, and existing managers will gain advanced knowledge of development appraisals, planning and legal frameworks, construction economics, and the practical skills needed to manage complex property development projects effectively.

Steven Latta is the only multiply qualified Chartered Builder, Chartered Surveyor and Solicitor in the UK. He is an experienced academic with more than fifteen years’ of teaching property and construction related programmes at University both in the UK and internationally (most notably in the Middle East, India and in Finland). Out with academia, his industry experience is largely focused on property development and urban regeneration matters.
